Requires the University of North Carolina Board of Governors to adopt a uniform policy by July 1, 2017, providing National Guard members placed on State active duty an excused absence for the duration of active duty service.

Mandates that students on active duty be allowed to make up missed tests and work, with the option to continue coursework online when feasible.

Permits students to receive a temporary grade of "incomplete (IN)" or "absent from final exam (AB)" instead of failing, with a deadline to complete course requirements set by the institution.

Allows students to drop courses without penalty if unable to complete them due to State active duty status.

Requires the State Board of Community Colleges to adopt the same uniform policy by July 1, 2017, with implementation beginning in the 2017 fall academic term.
