Expands early termination protections for rental agreements to include active and reserve National Guard members under Title 32 of the United States Code and military technicians under section 709 of Title 32.

Allows covered military members to terminate leases with 30 days' notice when permanently reassigned 50+ miles away or prematurely discharged, with notice accompanied by military orders or commanding officer verification.

Permits military members deployed for 90+ days to terminate leases effective 30 days after the next rental payment date or 45 days after notice receipt, whichever is shorter.

Eliminates liquidated damages provisions and allows no penalties if a member terminates at least 14 days before occupancy; tenants remain liable only for prorated rent through the termination date and other lease obligations like wear and tear charges.

Extends termination rights to immediate family members or estate representatives if a military member dies on active duty, with termination requirements verified by death certificate, casualty report, or commanding officer letter; effective for leases entered or renewed after the law takes effect.
