Enacts the North Carolina Servicemembers Civil Relief Act to expand federal protections for military service members, including those on state active duty orders lasting more than 30 consecutive days.

Allows servicemembers to terminate prepaid entertainment contracts and service contracts (telecommunications, internet, television, satellite radio) without early termination fees when receiving orders to relocate for at least 90 days of military service.

Requires service providers to refund prepaid fees for services extending beyond the contract termination date within 60 days and prohibits charges when servicemembers later resubscribe, except for standard installation fees.

Grants the North Carolina Attorney General authority to bring civil actions for violations, with penalties up to $5,000 per violation and available remedies including injunctions and restitution.

Allows servicemembers to sue privately for violations as unfair trade practices under state law, with available remedies including damages, restitution, and recovery of attorney fees and court costs; requires the North Carolina National Guard to post servicemember rights on its website.
