Requires each constituent institution of the University of North Carolina to compile and annually provide information to undergraduate and graduate applicants regarding employment rates, student loan default and repayment rates, graduation rates, starting and five-year salaries, graduate school acceptance rates, standardized test scores, and time to degree.

Institutions must send applicants a letter with this information within five days of application completion, requiring the applicant (and parent if minor) to sign and return it before registering for classes.

When undergraduate students declare a major, institutions must send major-specific information and require the student's signature before receiving credit for classes in that major.

Graduate applicants must receive and sign the information letter before registering for classes.

Extends the same requirements to private institutions of higher education where students receive State financial aid, effective for students applying for the 2018 fall academic semester and thereafter.
