Adds two new circumstances to larceny from a merchant felony (Class H): exchanging stolen property for value/cash/gift cards and returning stolen property using fictitious identification.

Creates a new Class G felony for organized retail theft when the value of stolen property exceeds $20,000 aggregated over 90 days, or when a person acts as leader/organizer/supervisor/financier of an organized retail theft enterprise.

Maintains existing Class H felony for organized retail theft when stolen property value exceeds $1,500 aggregated over 90 days.

Expands definition of "currency converter" to include gift cards and merchandise cards of any value, and applies regulations to itinerant merchants and websites located in North Carolina.

Allows prosecution of aggregated violations occurring in different counties to take place in any county where one violation occurred.
