Applies to Congress under Article V of the U.S. Constitution for calling a "countermand amendment convention" as a single-issue convention to decide whether a proposed countermand amendment should be sent to state legislatures for ratification.

Constitutes a continuing application until legislatures in at least two-thirds of the states (34 states) have made identical or substantially similar applications.

Directs Congress to call the Countermand Amendment Convention within 60 days of receiving the 34th call from state legislatures.

Requires the North Carolina Secretary of State to distribute copies of this resolution to federal leadership, the North Carolina congressional delegation, and presiding officers of state legislatures in all states.

Takes effect upon ratification.
