Creates a process for used motor vehicle dealers to dispose of vehicles donated to 501(c)(3) charitable organizations when titles are not provided within 10 days of donation.

Requires dealers to notify last registered owners and lienholders by certified mail that the vehicle has been donated, with 30 days for owners to reclaim the vehicle at no charge.

Allows dealers to obtain duplicate titles in the charitable organization's name after 30 days if owners fail to object, with liens deemed extinguished.

Permits dealers to file special proceedings or civil actions to obtain court authorization to sell vehicles if notice cannot be delivered or vehicles are not titled in North Carolina.

Exempts charitable organizations from motor vehicle dealer licensing requirements and highway use tax when vehicles are donated solely for resale purposes.
