Requires every kindergarten student in North Carolina to be screened for dyslexia as part of the kindergarten reading assessment.

Defines dyslexia for purposes of the screening as a brain-based learning disability that impairs reading ability despite normal intelligence, including difficulty with phonological processing, spelling, and rapid visual-verbal responding.

Mandates that reading difficulties identified through formative and diagnostic assessments be addressed with instructional supports and services.

Encourages parents or guardians of first and second grade students with below-grade-level reading comprehension to enroll their children in school-provided reading camps, while allowing parents final decision-making authority on attendance.

Takes effect upon becoming law and applies beginning with the 2017-2018 school year.
