Medical Care Commission shall repeal existing Hospital Facilities Rules within 120 days of the law's enactment.

Commission must adopt temporary rules incorporating the American Society for Healthcare Engineering's "Guidelines for Design and Construction of Hospitals and Outpatient Facilities" (most current edition) before the Hospital Facilities Rules repeal becomes effective.

If temporary rules are not adopted before repeal, the Commission shall use the 2014 Edition of the Guidelines until temporary rules are adopted.

Commission shall adopt permanent rules to replace the Hospital Facilities Rules in compliance with the Guidelines, with expedited rulemaking procedures that exempt fiscal note requirements.

The law applies to licensees and prospective applicants submitting hospital facility plans and specifications to the Department of Health and Human Services on or after January 1, 2016, and became effective upon signing on July 21, 2017.
