Allows the State Board of Community Colleges to appoint an interim five-member board of trustees for up to 12 months when a community college board willfully or through gross negligence fails to comply with state laws, rules, or sound fiscal practices after remediation efforts fail.

Requires community college boards of trustees to elect officers (chair, vice-chair, secretary) at their first meeting held on or after July 1 each year and increases minimum meeting frequency from quarterly to six times per year.

Authorizes the State Board of Community Colleges to require annual financial audits of community colleges after two consecutive audits with findings, in addition to the existing biennial audit requirement.

Reduces the number of licensed physicians on the North Carolina Medical Board from seven to six members and creates a new fifth non-physician seat for a doctor of osteopathy or integrative medicine faculty member recommended by the Review Panel.

Changes effective date for Medical Board amendments to October 31, 2019, applying only to vacancies occurring on or after that date.
