School of Government at UNC Chapel Hill shall research evaluation standards and submit a preliminary report by December 1, 2017 to the Joint Legislative Program Evaluation Oversight Committee, Program Evaluation Division Director, and Office of State Budget and Management.

School of Government shall coordinate a working group with state agencies and UNC institutions to develop standards for designing and implementing pilot projects mandated by the General Assembly, with a final report due December 1, 2018.

Office of State Budget and Management shall adopt rules implementing the proposed standards, which must offer a range of evaluation design options considering agency resources and time constraints.

Beginning June 1, 2019, all state departments, agencies, and institutions must conduct mandated pilot projects in accordance with the adopted standards unless specifically exempted by law.

School of Government may propose updates to the rules as needed, which must be published on its website at least 90 days before submission to the Office of State Budget and Management for review and adoption.
