Delays Marine Fisheries Commission action on three categories of rules granted at the February 16, 2017 meeting: classification of coastal fishing waters as special secondary nursery areas, criteria for shrimping season openings, and shrimp trawling gear types or usage.

Prohibits the Commission from proposing or adopting rules in these three areas until completion of a collaborative shrimp gear study and submission of findings and recommendations to the Commission.

Defines the collaborative shrimp gear study as a stakeholder group convened under the Commission's February 2015 amendment to the State's Shrimp Fishery Management Plan to study shrimp trawl gear in partnership with the Division of Marine Fisheries and North Carolina Sea Grant.

Becomes effective upon enactment into law.
