Restricts entities permitted to advertise adoption services to county departments of social services, child-placing agencies licensed by the Department, and attorneys licensed to practice in North Carolina.

Removes adoption facilitators from the list of entities authorized to advertise for adoption of minor children.

Applies advertising restrictions to all media including periodicals, newspapers, radio, television, and internet-based communication platforms such as email, websites, and social media profiles.

Effective upon enactment into law.
