Mandates newspapers provide a hyperlink to legal notices on their front page and include a search function to facilitate finding notices online.

Allows newspapers to place notices on a statewide North Carolina Press Association website if they cannot publish on their own website for any reason.

Permits newspapers to provide free email notifications to subscribers when new legal notices are published in the newspaper and added to the website.

Effective October 1, 2017, with provisions that errors in online notices are considered harmless if the government entity also publishes the notice on its own website.
