Expands the definition of "employment" under North Carolina's unemployment insurance law to include service involving delivery, distribution, and sale of newspapers, shopping news, and magazines.

Removes the rebuttable presumption in workers' compensation law that excluded newspaper and magazine sales personnel from employee status when compensation is based on retained revenue.

Amends the definition of "employee" in workers' compensation to classify newspaper and magazine delivery, distribution, and sales workers as employees entitled to coverage.

Effective date of January 1, 2018.
