Establishes North Carolina as a member of the "Agreement Among the States to Elect the President by National Popular Vote" interstate compact.

Requires North Carolina to conduct statewide popular elections for President and Vice President, with presidential electors appointed based on the national popular vote winner rather than the state's individual popular vote.

Designates the State Board of Elections as the chief election official to determine the national popular vote total, communicate results to other member states within specified timeframes, and identify the national popular vote winner.

Becomes effective only when states cumulatively possessing a majority of electoral votes have enacted the agreement in substantially the same form.

Allows any member state to withdraw except within six months before the end of a President's term, and terminates if the electoral college is abolished.
