Modifies the Teacher Assistant Tuition Reimbursement Pilot Program in Anson, Franklin, Moore, Richmond, and Scotland counties to require that teacher assistants continue receiving salary and benefits while completing student teaching requirements.

Allocates ten percent (10%) of the tuition award to teacher assistants specifically for the cost of required books and materials in their educator preparation program.

Expands eligible uses of awards to include tuition, books, materials (both electronic and hard copy), and fees for institutions of higher education with State Board of Education-approved educator preparation programs.

Requires teacher assistants who withdraw before completing a term or are terminated to repay the book and materials portion of their award on a pro rata basis.

Effective July 1, 2017, applies to all awards given to teacher assistants on or after that date.
