Appropriates $1,000,000 recurring from the General Fund to the Department of Health and Human Services, Division of Social Services for fiscal year 2017-2018, with total project costs of $4,250,000 when including federal matching funds.

Appropriates $1,750,000 recurring from the General Fund for fiscal year 2018-2019, with total project costs of $5,400,000 when including federal matching funds.

Funds shall be supplemented by all available federal matching funds and allocated to the Permanency Innovation Initiative Fund per G.S. 131D-10.9B.

Permits up to $2,400,000 in private funds to be used alongside State and federal funds to extend services and increase support to children and families during the 2017-2019 fiscal biennium.

Effective date is July 1, 2017.
