Creates a process through the Division of Motor Vehicles allowing applicants for identification cards, learner's permits, driver's licenses, or commercial driver's licenses to voluntarily list emergency contact information including name, address, telephone number, and relationship.

Emergency contact information must be included in the applicant's motor vehicle record and can include at least one person to be contacted if the applicant is involved in a motor vehicle accident or other emergency situation involving injury or death.

Authorizes law enforcement officers to access the emergency contact information from motor vehicle records during the performance of official duties when an individual is involved in a motor vehicle accident or other emergency situation involving injury or death.

Classifies email addresses and other electronic addresses provided to the Division as personal information subject to existing disclosure restrictions under G.S. 20-43.1.

Becomes effective upon enactment.
