State Board of Education shall develop minimum criteria for higher education faculty members to qualify as adjunct K-12 instructors in core academic subjects.

Local boards of education may contract with adjunct instructors on an annual or semester basis who meet State Board criteria, without requiring teacher licensure.

Adjunct instructors may work less than 20 hours per week or less than six consecutive months and are classified as temporary employees ineligible for paid leave, retirement system participation, or state health benefits.

Adjunct instructors must pass criminal history background checks and, if unlicensed as teachers, complete preservice training in disability identification, student behavior management, de-escalation techniques, and safe use of seclusion and restraint.

Act became effective upon ratification on June 30, 2017.
