Requires the Division of Motor Vehicles to include a description of law enforcement procedures during traffic stops and appropriate motorist interactions with officers in the driver license handbook, developed in consultation with the State Highway Patrol, North Carolina Sheriff's Association, and North Carolina Association of Chiefs of Police.

Mandates that driver education curriculum in public high schools include instruction on law enforcement procedures for traffic stops, describing actions motorists should take and appropriate interactions with law enforcement officers.

Specifies that the traffic stop instruction curriculum must be developed in consultation with the State Highway Patrol, North Carolina Sheriff's Association, and North Carolina Association of Chiefs of Police.

Makes the driver license handbook requirements effective January 1, 2018, while driver education curriculum requirements take effect immediately and apply beginning with the 2017-2018 school year.
