Expands eligibility for certificates of relief to individuals convicted of criminal offenses no higher than a Class G felony, removing the previous limitation of no more than two offenses.

Establishes different waiting periods based on number of convictions: 12 months after sentence completion for individuals with five or fewer eligible offenses, and 36 months for those with more than five eligible offenses.

Clarifies jurisdictional rules for petitions, specifying that individuals with multiple convictions in the same offense class must petition the court of the most recent conviction.

Implements a $50 filing fee for certificates of relief petitions, with an exemption for indigent petitioners, with fees deposited in the General Fund.

Takes effect October 1, 2017, and applies to petitions filed on or after that date.
