Amends Rule 40.1(b) of the 2017 Senate Permanent Rules to extend the deadline for filing public bills for introduction from 4:00 P.M. on Thursday, March 30, 2017, to 5:00 P.M. on Tuesday, April 4, 2017.

Establishes a separate, earlier deadline of 4:00 P.M. on Friday, March 17, 2017, for bills providing amendments to the North Carolina Constitution and bills containing statutory amendments necessary to implement proposed constitutional amendments.

Carves out exceptions to the filing deadline for bills regarding amendments to the North Carolina Constitution, gubernatorial nominations or appointments, and bills to adjourn the General Assembly.

Allows bills submitted to the Bill Drafting Division by 4:00 P.M. on March 17, 2017, and filed before the extended deadline to be treated as timely filed.

Effective upon adoption on March 30, 2017.
