Requires occupational licensing boards to provide the Joint Legislative Administrative Procedure Oversight Committee with the name and contact information of the individual responsible for filing required reports, with updates within 30 days of any changes.

Expands board member training requirements to include instruction on antitrust law and State action immunity in addition to existing topics on administrative procedure, public records, open meetings, tort claims, ethics, and lobbying laws.

Requires boards to adopt rules for complaint receipt and resolution, disciplinary actions, and enforcement against unlicensed practitioners; mandates that any interpretation or clarification of scope of practice be adopted as a rule.

Establishes procedures for boards to notify unlicensed persons of possible violations, requires a specific disclaimer statement in such notifications, allows boards to seek court-ordered injunctive relief, and permits jurisdictional disputes between boards to be resolved through administrative proceedings.

Requires boards to implement complaint processes with website descriptions of violations under their authority, electronic complaint submission capability, and written disposition summaries for complainants; mandates that fee increase rules follow heightened notice and objection procedures.
