Allows mayors, county commissioners, and city council members to carry concealed handguns in courthouse buildings (excluding courtrooms) if they have a valid concealed handgun permit and are there to discharge official duties.

Amends G.S. 14-269.4 to add a new exemption (4e) permitting these elected officials to carry concealed weapons in portions of courthouse buildings other than courtrooms themselves.

Amends G.S. 14-415.11 to add subsection (c4) clarifying that concealed handgun permits for these officials extend to state buildings containing courthouses when they are performing official duties.

Becomes effective December 1, 2017, and applies only to offenses committed on or after that date; does not affect prosecutions for prior offenses.
