Requires school principals to report noncompliance with class size requirements for kindergarten through third grade to the superintendent on the first school day of each month.

Shifts reporting responsibility from individual teachers to principals, establishing a formal monthly reporting system rather than ad hoc teacher complaints.

Mandates the superintendent report any noncompliance to the local board of education at the next board meeting, with the board taking corrective action or applying to the State Board of Education for additional personnel or a waiver.

Maintains existing requirements for local boards to file comprehensive class size reports to the State Board of Education at the end of the second month of each school year and as of November 1 and February 1 each year.

Effective when enacted and applies beginning with the 2017-2018 school year.
