Authorizes qualifying organizations that regularly transport handicapped persons to receive one free removable windshield placard for each vehicle used for transportation, as certified by the State Vocational Rehabilitation Agency.

Removes the fee requirement for placards issued to these organizations, while maintaining the ability to charge fees of at least $5.00 for placards issued to individual handicapped persons.

Placards must be properly displayed from the front windshield rearview mirror or on the driver's side dashboard to qualify for handicapped parking rights and privileges.

Effective upon enactment and applies to all removable windshield placards issued or renewed after the law becomes effective.
