Expands the definition of "partner school" to include Department of Defense Elementary and Secondary Schools located in North Carolina, in addition to public schools governed by local boards of education.

Allows educator preparation programs to establish memoranda of understanding with Department of Defense schools for student teacher placement, using the same collaborative framework required for local school administrative units.

Permits clinical educators at Department of Defense schools to supervise student teachers and internships if they meet state requirements: professional licensure, minimum three years teaching experience, and "accomplished" level evaluation ratings (or equivalent on alternative evaluation systems).

Effective immediately upon enactment and applies beginning with the fall 2017 academic semester.
