Extends the authority of municipal police officers in Mecklenburg County to exercise law enforcement powers within that municipality's extraterritorial jurisdiction, subject to a written agreement with the Mecklenburg County Board of Commissioners.

Municipal police officers exercising extended jurisdiction have the same powers as within their municipality, including jurisdiction, authority to arrest, and power to serve criminal and civil process.

Municipal police officers operating under an extended jurisdiction agreement receive the same privileges, immunities, and Workers' Compensation coverage as they have within their municipality.

Requires written agreements between Mecklenburg County and municipalities to be established prior to any exercise of extended police powers and must set forth implementation guidelines and procedures.

Preserves the authority of the Mecklenburg County Sheriff and prohibits police officers from exercising powers outside their original jurisdiction that they cannot exercise within it.
