Allows the City of Winston-Salem to recover the actual cost of serving complaints and orders by publication in housing code enforcement cases as a lien against the property.

Adds service of complaints and orders by publication costs to the list of expenses that can be recovered under housing code enforcement lien provisions in G.S. 160A-443.

The lien for service costs shall have the same priority and be collected using the same process as liens for special assessments under Article 10 of Chapter 160A.

Applies only to the City of Winston-Salem and becomes effective upon passage, applying to complaints or orders issued after the effective date.
