S512 - Stop the Revolving Door

• Prohibits state contracts with vendors who employ or contract with former state employees to administer those state contracts within one year of the employee's termination.

• Requires vendors to certify they will not use former state employees in contract administration, with violations voiding the contract and resulting in civil fines up to $5,000 per violation.

• Bars vendors convicted of violations from submitting bids for two years from the date of conviction.

• Extends the revolving door restriction period for former legislators and public servants from six months to one year before registering as lobbyists, with written notice requirements to affected state employees.

• Takes effect October 1, 2017, and applies to contracts entered into on or after that date.
