Requires the Governor's budget message to include a fiscal analysis addressing the state's budget outlook for a five-year period that incorporates revenue and expenditure estimates, factoring in economic growth, costs, enrollment, and other significant factors, with a statement of assumptions.

Mandates that the Current Operations Appropriations Act passed by each chamber of the General Assembly be accompanied by an independent fiscal analysis from the Fiscal Research Division addressing the state's five-year budget outlook.

Requires the enacted Current Operations Appropriations Act to include an independent fiscal analysis with the same five-year outlook requirements, including revenue and expenditure estimates and a statement of assumptions.

Becomes effective July 1, 2017.
