Directs the NC Works Commission to conduct a comprehensive review of the state's anticipated workforce demand and educational supply in consultation with the Department of Commerce, Department of Labor, Department of Public Instruction, UNC General Administration, and the Community College System.

Requires the Commission to submit an initial report to the Joint Legislative Education Oversight Committee by February 1, 2018, and a final report no later than 45 days before the 2019 Legislative Session, with periodic progress updates every six months.

Mandates the report include two-year and 10-year labor market projections by region, occupational cluster, and educational requirements, along with an inventory of educational supply from high schools, apprenticeships, community colleges, and universities.

Requires a state and regional skills gap analysis comparing workforce demands with educational supply, and recommendations on new degrees and certificates needed, program duplication, and data gaps.

Takes effect when the act becomes law.
