Creates a Joint Legislative Study Committee on Legislative Term Limits with 10 members: 2 House representatives and 3 public members appointed by the Speaker of the House; 2 senators and 3 public members appointed by the President Pro Tempore of the Senate.

Committee shall study whether to increase legislative term lengths, whether to limit the number of terms or years legislators may serve, public opinion on term limits, and impacts of term limits in other states on legislator effectiveness, cost effectiveness, and revenue.

Committee cochairs designated by the Speaker of the House and President Pro Tempore of the Senate; committee may meet in the Legislative Building or Legislative Office Building upon joint call of cochairs.

Legislative Services Commission shall provide professional staff; House and Senate directors of legislative assistants shall provide clerical staff with expenses borne by the Committee; members receive subsistence and travel expenses per existing state rates.

Committee must submit final report to the President Pro Tempore and Speaker no later than 30 business days following sine die adjournment of the 2017 General Assembly; committee terminates upon filing final report or 30 business days after adjournment, whichever occurs first.
