Director of the Division of Emergency Management shall convene a working group to develop policies addressing emergency responder training for protests/demonstrations, training protocols for responders and victims, local-level emergency management training, and statutory clarification of evacuation responsibility between state and local agencies.

Working group shall report findings and recommendations to the Joint Legislative Emergency Management Oversight Committee no later than March 1, 2018.

Board of Governors of The University of North Carolina and State Board of Community Colleges shall adopt mandatory training for students on safety protocols for terrorist attacks and active shooter situations, conducted at least biannually beginning January 1, 2018.

University of North Carolina Board of Governors and State Board of Community Colleges shall report adopted policies to the Joint Legislative Emergency Management Oversight Committee no later than December 1, 2017.

Act becomes effective upon passage into law.
