Removes "or benefit" language from eminent domain statutes, narrowing the public use standard for property condemnation by private and public entities.

Adds new authority allowing private condemnors, local public condemnors, and other public condemnors to acquire property by eminent domain for "connection of any customer or customers."

Repeals Part 2G of Article 9 of Chapter 130A, which previously imposed penalties of $100-$500 for violations of a plastic bag ban.

Eliminates administrative penalty provisions specific to plastic bag ban violations, effective July 1, 2017.

Includes severability clause ensuring remaining provisions remain valid if any section is declared unconstitutional or invalid.
