Updates the State Nature and Historic Preserve dedication date from May 6, 2014 to May 2, 2017, reflecting additions of more than 7,900 acres to the State Parks System.

Authorizes installation of a public safety telecommunications facility at Chimney Rock State Park allowing State agencies, local governments in Rutherford County, and public television agencies to place communications equipment at the tower site.

Removes specified tracts of land from various state parks (including Mayo River, Chimney Rock, Lumber River, and others) totaling thousands of acres for purposes such as road projects, bridge replacements, and utility easements.

Grants the Town of Mayodan easements at no cost to construct a bridge over the Mayo River at Mayo River State Park for emergency vehicle access and sewer line maintenance, requiring completion of survey by May 1, 2017.

Exempts facilities authorized by the act from state environmental review and permitting requirements under Chapters 143 and 113A, while directing the Department of Environmental Quality to expedite any required permits and waive application fees.
