Requires the Department of Health and Human Services to report to the Joint Legislative Oversight Committee on Medicaid by November 1, 2017, on progress addressing accuracy issues in county Medicaid eligibility determinations identified in the State Auditor's January 2017 performance audit.

Establishes annual audits of all county departments of social services beginning January 1, 2019, to ensure compliance with accuracy and quality assurance standards for Medicaid eligibility determinations and reenrollments.

Requires the Department to enter into corrective action plans with counties that fail to meet accuracy standards, with plans not exceeding 36 months and including performance requirements and improvement strategies.

Authorizes the Department to temporarily assume Medicaid eligibility administration in any county that fails to successfully complete its corrective action plan, with at least 90 days' notice and the right to appeal to the Office of Administrative Hearings.

Makes county departments of social services financially responsible for erroneous Medicaid benefit payments resulting from county errors, and requires implementation of a statewide training and certification program for caseworkers processing eligibility determinations through NC FAST.
