Senate Bill 549 - Juvenile Reinvestment Act

• Raises the age of juvenile court jurisdiction to include 16- and 17-year-olds who commit misdemeanor or infraction offenses, effective December 1, 2019, while excluding felonies which remain prosecuted as adult crimes.

• Grants crime victims the right to request prosecutor review of decisions not to file juvenile petitions and requires notification of victims regarding complaint status and their review rights.

• Expands law enforcement and court access to juvenile delinquency records by allowing juvenile court counselors to share prior delinquency information with police during investigations and by providing prosecutors and defense attorneys electronic access to juvenile records through the JWise system.

• Authorizes Chief District Court Judges to establish School-Justice Partnerships with law enforcement and schools to reduce in-school arrests, suspensions, and expulsions.

• Mandates juvenile justice training for law enforcement officers covering handling of juvenile matters, adolescent development, and relationship-building with youth; establishes a 21-member Juvenile Jurisdiction Advisory Committee to develop implementation plans and monitor the expansion through January 15, 2023.
