Establishes civil penalties of $400 for first offense, $750 for second offense, and $1,000 for subsequent violations, with no points assigned to driver records or insurance.

Requires citations be issued within 60 days of violation and allows registered vehicle owners to contest citations within 30 days by requesting administrative hearings with written affidavits.

Prohibits civil penalties when a person is criminally charged for the same violation and requires full refunds with interest if civil penalties were already paid before criminal charging.

Allows Division of Motor Vehicles to refuse vehicle registration if civil penalties remain unpaid and mandates counties report violations to state entities upon request.
