Directs the State Human Resources Commission to include details of the NC-Thinks employee suggestion program as a prominent part of the State Human Resources Manual.

Requires the Office of State Human Resources to actively promote the NC-Thinks employee suggestion program so that all State employees are aware of and can utilize the program.

Mandates that each State agency, department, and institution include a hyperlink to "www.ncthinks.nc.gov" on its website homepage to provide access to the employee suggestion program.

Takes effect upon becoming law.
