Authorizes sanitary district boards to impose service charges and rates based on benefits "derived or to be derived" from district services, allowing fees for future maintenance and expansion in addition to present services.

Modifies G.S. 130A-64 to permit service charges and rates to cover "present or future" maintenance, adequate depreciation, and operation of district work, including principal and interest on outstanding bonds.

Applies only to sanitary districts located in counties with a Tier 1 annual ranking as of November 30, 2016, as designated by the Department of Commerce under G.S. 143B-437.08.

Becomes effective July 1, 2017.
