Legislative Research Commission shall study the legal status of State-recognized Indian Tribes under Chapter 71A of the General Statutes to determine what statutory changes may be needed for tribes to qualify for economic development and disaster recovery grant funds from nonprofits and charitable foundations.

Commission shall report findings and recommendations, including any proposed legislation, to the 2019 General Assembly.

Exempts $5,000,000 allocated to The Golden L.E.A.F. Foundation for Hurricane Matthew and tropical storm recovery loans from compliance with G.S. 143C-6-23(d) and G.S. 143C-6-23(f1)(1).

Exempts $30,000,000 allocated to The Golden L.E.A.F. Foundation for infrastructure grants to local governments and nonprofit corporations from compliance with G.S. 143C-6-23(d) and G.S. 143C-6-23(f1)(1).
