Directs the General Statutes Commission to review North Carolina statutes and administrative rules to update language referring to people with disabilities to use "person first" terminology by the 2018 and 2019 sessions.

Requires recommendations to avoid language that implies a person is entirely disabled, equates a person with their condition, or uses derogatory or demeaning terms.

Mandates the Commission distinguish between language required by federal law, medical diagnoses, and references to non-living entities such as facilities, organizations, programs, services, or zone designations.

Implements the intent of S.L. 2009-264 through periodic statutory review and updates to disability-related language.

Becomes effective upon enactment.
