• Adds exclusive jurisdiction for courts to review placement of young adults in foster care pursuant to G.S. 108A-48 and G.S. 7B-910.1.

• Authorizes magistrates to accept petitions for filing during closed clerk office hours in emergency situations involving abuse, neglect, dependency, or assessment obstruction, with petitions delivered to clerk when office reopens.

• Expands nonsecure custody placement options to include homes of parents, relatives, nonrelative kin, or other persons with legal custody of a sibling, subject to court approval.

• Allows department of social services directors to consent to routine medical and dental care including treatment for common pediatric illnesses and injuries requiring prompt intervention when a juvenile is in their nonsecure custody.

• Modifies permanency planning procedures to require concurrent permanent plans with primary and secondary designations, and creates separate post-termination of parental rights placement review standards distinct from review hearings under G.S. 7B-906.1.
