Directs the 2017-2018 Legislative Research Commission to authorize a Joint Committee to study the relationship between federal, state, and local government powers, duties, and responsibilities in North Carolina.

Requires the Committee to be composed of equal numbers of Senators and Representatives, including members from both majority and minority parties in each chamber.

Authorizes the Committee to provide recommendations for legislation, constitutional amendments, or other actions based on its examination of intergovernmental relations.

Committee must report findings and recommendations to the Legislative Research Commission no later than April 15, 2018.

Effective date is July 1, 2017.
