Establishes Future Teachers of North Carolina (FTNC) program to encourage high-achieving high school students to pursue teaching careers through courses offering pedagogy instruction and field experiences.

Locates FTNC administration in UNC General Administration; designates three constituent institutions (one each in western, central, and eastern regions) to develop curricula and provide professional development to high school teachers.

Requires constituent institution partners to offer dual credit for high school students who complete FTNC courses with a grade of "B" or higher; encourages other higher education institutions to do the same.

Mandates annual reporting beginning October 15, 2019, on participating schools, student demographics, student outcomes regarding teaching career interest, dual credit recipients, and educator preparation program applications from FTNC participants.

Appropriates $278,500 in recurring General Fund dollars to the UNC Board of Governors for fiscal year 2017-2018 to establish the program and provide professional development; effective July 1, 2017.
