Allows potential lien claimants to file a Cancellation of Notice to Lien Agent with designated lien agents within 15 days of receiving satisfactory payment, or at any time for any reason.

Establishes required information for Cancellation of Notice to Lien Agent filings, including claimant name, property description, original notice details, and a release and waiver statement.

Makes cancelled notices unenforceable and prohibits later-filed notices for the same property from relating back to or renewing the cancelled filing.

Increases lien agent fees from $25 to $30 for one- or two-family dwellings and from $50 to $58 for other improvements to real property.

Requires lien agents to receive cancellations and renewals of notices to lien agent delivered by potential lien claimants; becomes effective January 1, 2018.
