• Establishes a new "Homemade Alcoholic Beverage Competition and Tasting Permit" ($50 application fee) allowing nonprofit organizations to host organized affairs, exhibitions, or competitions where homemade malt beverages, meads, wines, and fermented fruit juices are served free of charge to adults 21 and older.

• Requires that beverages at these events be poured by persons at least 21 years old who verify attendee identification, and prohibits charging consumers for the beverages themselves (though admission fees are permitted if proceeds don't fund the beverages).

• Authorizes holders of on-premises malt beverage permits to host homebrew club meetings and events on their licensed premises where homemade malt beverages may be consumed by legal-age participants in areas not open to the general public.

• Allows special occasion permits and limited special occasion permits to include donated homemade alcoholic beverages alongside fortified wines and spirituous liquor.

• Expands eligibility for malt beverage and unfortified wine elections in cities with populations between 400-500 that experienced population decline since the prior federal census, or those operating ABC stores.
