Authorizes public contracts for construction or repair work to utilize job order contracting (JOC) as an alternative project delivery method alongside existing methods like separate-prime bidding, design-build, and public-private partnerships.

Establishes procedures for JOC including competitive bidding on adjustment factors to unit prices in a pre-established catalog, with awards to the lowest responsive and responsible bidder; allows governmental entities to award up to five JOC contracts through a single solicitation.

Requires a guaranteed minimum of $30,000 in construction or repair work under each JOC, with maximum contract values of $20,000,000 for initial 12-month terms and $40,000,000 if extended for two additional 12-month periods.

Permits governmental entities to prequalify JOC contractors based on experience, licensing, financial capacity, safety records, and disclosure of violations, debarments, defaults, and litigation history.

Exempts construction or repair work through JOC from standard competitive bidding requirements in certain circumstances, including when using previously bid state, federal, or other governmental contracts at the same or more favorable terms.
